The Norwegians have filed three formal complaints with two different committees within the International Football Association Board (FIFA).
The complaints concern FIFA President Gianni Infantino's now-scrapped plans to sell World Cup shares to private investors, the lifting of American striker Folarin Balogun's suspension during the World Cup, and the award of FIFA's newly established peace prize to Donald Trump in December.
"FIFA is in one of its biggest crises in many, many years. We have to change the structure or make it work," Norwegian football chief Lise Klaveness told The Times, adding that Trump is the common denominator in all three cases.
The driving force behind the company planning to sell World Cup shares was Joshua Kushner, the brother of Trump's son-in-law Jared Kushner.
Trump himself has said he called Infantino before the decision on Balogun, but the FIFA boss has said he was not involved in the decision-making.
Klaveness wants all communications regarding both cases to be made public - including phone calls.

The FIFA Peace Prize was established by Infantino in November last year, without consulting the FIFA board. A month later, Donald Trump was awarded the prize.
