"In Norwegian history, we talk about reconstruction after the war. Today we mark reconstruction after terror," says Norwegian Prime Minister Jonas Gahr Støre at the inauguration in Oslo's city center.

Democracy would not be broken.

The Government Offices and six ministries have so far moved into some of the high-rise buildings in Norway's newly restored center of power.

It was there that a powerful bomb, placed in a parked car, exploded on the afternoon of July 22, 2011, in the first part of the terrorist attacks. Eight people were killed, many more were injured, and the surrounding buildings were severely damaged. Extensive reconstruction began in January 2021.
