The northern parts of Nigeria are plagued by conflicts with jihadist groups and other criminal gangs that carry out mass kidnappings, among other crimes.
In his televised speech, the president did not specify whether his directive applies to 2025 or to the past 12 months.
In November last year, he declared a national security emergency to deal with a wave of kidnappings and violence.
Tens of thousands of people have been killed, and millions have been forced to flee since the extremist group Boko Haram began its insurgency in 2009. Several other armed groups have been formed in the years since then.
