In Wednesday's match on court 2 on the grass outside London, Ruud lost 1-3 in sets to the 37-year-old, 94th-ranked Italian veteran Fabio Fognini.
The set scores in Fognini's favor were 6-4, 7-5, 6-7 (1-7), 6-3.
The reigning champion Carlos Alcaraz, on the other hand, is moving on to the third round of the men's singles tournament as planned.
The Spanish world number three won in straight sets against 69th-ranked Australian Aleksandar Vukic. The set scores were 7-6 (7-5), 6-2, 6-2 after 1 hour and 48 minutes of play on court 1 on the grass outside London.
The 21-year-old had difficulties in the first set and saved set points when Vukic led 6-5.
