The rule applies to all women's tournaments organized by FIFA and will apply at the World Cup in Brazil in 2027.
Youth-level and club-team tournaments are also included.
"There are simply not enough women in the coaching profession today. We need to do more to accelerate change," Jill Ellis, FIFA's director of football, told the federation's website.
At the 2023 World Cup, 12 of 32 national team captains were women.
