Sweden faces Tunisia, the Netherlands and Japan in the World Cup, which starts in June.
The Netherlands will have to do without Tottenham star Xavi Simons, who has torn his cruciate ligament.
The injury occurred in Saturday's Premier League match against Wolverhampton, when the 23-year-old was forced off injured. He is now expected to be out for the rest of the year.
"They say life can hurt and today it feels that way. Honestly, I'm heartbroken," Simons wrote on Instagram.
Simons has scored six goals and five assists in 34 international matches for the Netherlands.
The announcement is also a blow to Tottenham, who are fighting for survival in the Premier League and are in the relegation zone.
