The background is several cases in which the police have discovered that perpetrators of serious violent crimes, often very young people, have been recruited through digital environments. The police have been able to identify 14,000 accounts linked to digital recruitment.
The Swedish-led operation called Grimm was launched in April 2025, with the goal of not only arresting the perpetrators but also trying to reach the clients higher up in the crime chain.
