The operation has been ongoing for a year and is being carried out in collaboration with Europol and ten European countries. Police have also had in-depth cooperation with international tech companies.

The background is several cases in which police discovered that perpetrators of serious violent crimes, often very young people, were recruited through digital environments. Police have identified 14,000 accounts linked to online recruitment. According to SVT, a handful of those arrested are children between the ages of ten and twelve.

The Swedish-led operation, called Grimm, was launched in April 2025, with the goal of not only arresting perpetrators but also reaching clients higher up in the crime chain.
