The match was dramatic. A largely dominant Morocco had several chances to take the lead - including through Achraf Hakimi's effort off the crossbar early in the second half - but instead it was the Netherlands who made it 1-0 through Cody Gakpo in the 72nd minute.
Time seemed to be running out for a chasing Morocco, but in added time Issa Diop finally managed to equalize.
After goalless extra time, the match was decided by a penalty shootout, which Morocco won 3-2 after Ismael Saibari scored the decisive penalty.
"I have no words, I'm so tired right now. But I'm so proud of the team," said Morocco captain Achraf Hakimi after the match.
The team is now through to the round of 16 against Canada.
