The 37-year-old is accused of flying a drone over a facility belonging to a defence company in Munich on Wednesday.
According to prosecutors, the man photographed the complex.
He is suspected of having taken photos and filmed material that is "sensitive from a national security perspective", with the intention of transferring it to a "foreign actor or banned organization".
