The lawsuit claims the federal government broke its promise to cooperate with state investigations after a sharp increase in federal police presence in Minneapolis at the beginning of the year.
"We are ready to fight for the transparency and accountability that the federal government is desperately trying to avoid," said Attorney General Mary Moriarty.
Two of the shootings received widespread attention because they led to the deaths of two protesters, Renee Good and Alex Pretti.
Thousands of federal police officers were stationed in and around Minneapolis and St. Paul to find and deport undocumented migrants.
