The decision to advise against all non-essential travel, such as tourist and visitor trips, was made on Thursday and is in effect until further notice.
"The acute fuel shortage and recurring longer power outages are affecting access to basic goods, healthcare, emergency transport and other infrastructure," the Ministry of Foreign Affairs writes in a press release.
The ministry further writes that it is following developments together with the Swedish embassy in Havana.
Cuban authorities warned foreign airlines at the beginning of the week that the country has run out of fuel, and that planes cannot refuel if they land in the island nation.
