Migration Minister Johan Forssell (M) wants to override the government's investigator on a bill on misconduct. Forssell told Svenska Dagbladet that he wants the proposal to apply retroactively - despite the government's investigator advising against it.

If you don't do it this way, significantly fewer people will be covered. We have a lot of people today who are not Swedish citizens, who live here and who must show that they want to become part of our Swedish community. It is natural that we also place demands on them, he tells SvD.

A lack of good conduct should mean that a residence permit in Sweden will be withdrawn or denied; examples include connections to criminal gangs. The proposal has met with criticism from civil rights defenders, the Swedish Migration Board and the administrative courts, among others.
