Police were called to the zoo near the town of Huntingdon, northwest of Cambridge, on Thursday afternoon. The boy was taken to hospital with serious injuries and is in critical but stable condition, police said.
The arrested man is in his 30s and is suspected of attempted murder. Police do not believe the man and the child knew each other.
It is now being investigated whether the child was attacked by animals.
