Several heads of state and government are expected to participate in the meeting, most of them via video link, according to the Élysée presidential palace in Paris.
The talks are a continuation of the crisis meeting that Macron called on Monday, where European leaders participated together with the EU Commission and NATO leaders.
Sweden was represented by Denmark at Monday's meeting, as the Danish Prime Minister Mette Frederiksen spoke on behalf of Nordic and Baltic countries.
Several countries expressed dissatisfaction over not having received an invitation to the Paris meeting on Monday, including Romania and the Czech Republic. Macron has a bilateral meeting with Romania's interim President Ilie Bolojan on Wednesday afternoon.
Among the countries participating in Wednesday's video conference are, in addition to Sweden, Finland, Bulgaria, Croatia, and the Czech Republic, among others.
