Hamas must not have any role in this government, and must no longer constitute a threat to Israel, said Macron at an appearance with Egypt's President Abd al Fattah al-Sisi on Monday.
Macron added that it is the "Palestinian Authority (PA) that should lead" a future government.
Jordan's King Abdullah II also participated in the regional summit.
The leaders condemned the "resumption of Israel's attacks on Gaza" and stated that the situation is seriously deteriorating on the ground. They also demanded that a ceasefire must come into force again.
How the Palestinian territories will be governed in the future can be discussed at a major conference that France and Saudi Arabia plan to hold in the coming months, said Macron.
The conference's theme will be a future two-state solution to the conflict between Israelis and Palestinians, said Macron and reiterated the demand that Gaza's population not be forced to leave the territory.
France is thus sending entirely different signals than Israel and the USA, which have recently discussed the possibility of taking over Palestinian territories
