This summer's World Cup was the first championship with 48 teams, and FIFA president Gianni Infantino says discussions will be held on expanding further - to 64 teams.
"It's completely illogical. They are destroying the football industry. They don't realize that they are making irresponsible decisions," Tebas told Gazzetta dello Sport.
The La Liga president thinks it is time for Infantino to step down as FIFA chief.
"But he has the support of the federations. That's the system, and it's rotten from the ground up. In recent days in the US I've heard many people who are against him, but they're not doing anything. They know very well that football is suffering."
