Kosovo's parliamentarians failed to elect a president on Tuesday, meaning the country is heading for a third election in just over a year.
Prime Minister Albin Kurti's party has had problems filling top positions because of the deadlocked parliament.
Kosovo was plunged into a political crisis early last year as a result of an inconclusive parliamentary election, which in turn forced new elections in December.
