"We will not stop building, but we will not push 15,000 cramped homes into the city centre," says the chairwoman of the municipal board, Matilda Hübinette, to P4 Uppland.
She believes the demands are unreasonable and that the state will understand the decision.
The agreement from 2017 means that the state will expand to four tracks between Uppsala and the Stockholm County border, among other things in exchange for a certain number of homes being built in Knivsta.
The Swedish Transport Administration's investigator, Mikael Klingstedt, notes that the authority is carrying out the project on behalf of the government.
"Whether Knivsta Municipality fulfils its part of the Housing Agreement or not does not affect the Swedish Transport Administration's current mission," he writes to TT.
