According to Kallas, the proposal is a response to Russia's extensive attacks on apartment buildings in the Ukrainian capital, Kyiv.
“We will continue to raise costs until Russia understands that it cannot win,” she writes on X.
Condemning words will not in themselves stop the attacks, she writes. That is why military support for Ukraine and increased pressure on Russia are needed.
“The more Moscow attacks civilians, the more sanctions must be imposed,” she writes.
All EU personnel in Kyiv are reported to be safe after last night's attacks.
