The decision comes after Harvard filed a lawsuit against the Trump administration due to the visa stop.
According to the judge, Harvard will suffer "immediate and irreparable damage" if the president's order is enforced. A court hearing is scheduled to be held on June 16.
Trump wrote in his presidential order that Harvard "has been transformed into a place that is not suitable for foreign students and researchers” and claimed that the decision was made with regard to the national security of the USA.
The measure has been seen as an escalation in the ongoing conflict between the White House and the country's oldest and most resource-rich university.
