The judge, April Perry, states that she has not been able to see any evidence supporting the Trump administration's claim of a "risk of uprising" in the state of Illinois, where the city of Chicago is located.
Soldiers from Texas arrived in the city earlier in the week to, according to the government, help maintain law and order. This is despite protests from Chicago's mayor and Illinois governor, both Democrats, who have described the measure as both dangerous and illegal.
The stop will apply for about two weeks.
Trump claims that he wants to address violent crimes in major cities, but has been criticized for primarily sending soldiers to Democrat-led areas.
