Five-year-old Liam Ramos had just returned from preschool when he and his father were arrested in the driveway of their family's home in the Minneapolis area. They were then taken to Texas.
The arrest of the boy has received widespread attention and sparked anger among demonstrators in ongoing protests against ICE in the United States.
Judge Fred Biery wrote in his decision that what happened was due to "the government's ill-considered and incompetent attempts to meet daily deportation quotas, even if it means causing trauma to children."
