The Norwegian's name is at the bottom of the European Athletics Federation's qualification list. It says he is not entered for the 1,500 metres, even though he is qualified for the distance.
Ingebrigtsen has a long injury layoff behind him and in February he underwent surgery for a hamstring problem. His last race was the World Championships last year, where he finished tenth in the 5,000 metres.
Ingebrigtsen has won European Championship gold in both the 1,500 and 5,000 metres at three championships in a row and was only named for the championship in England last Monday, despite not having competed at all this season.
