"Ivo believes that the committee handed over the responsibility for the child to the parent, despite the parent unable to protect the child", writes the Inspectorate for Healthcare and Welfare.

Ivo criticizes the Committee for Work and Welfare in Kristianstad for placing the girl there without a decision on support measures.

The social services only called the girl once during the two weeks she lived at home, reports P4 Kristianstad.

The 14-year-old girl had previously lived in several different places. When she lived in a residence in Blekinge the summer before her death, an acute situation arose, which made it impossible for her to stay, reports Kristianstadsbladet. Since the social services could not find another foster home, a temporary solution was to let her live at home with her parent.

Kristianstad Municipality has previously conducted an internal investigation, but found that nothing indicated neglect or risk of neglect in the social services' handling.
