"I'm so scared. Please call someone to come get me," Hind Rajab said in a desperate phone call to the Palestinian Red Crescent after the attack.
Two weeks later, her body was found.
"Following a review of the circumstances and due to alleged shortcomings in the coordination of the Palestinian Red Crescent ambulance, a decision has been made to open a criminal investigation into the incident," the Israeli army wrote in a statement on Wednesday.
An attack in which 15 Palestinian medics were killed in May last year will also be investigated, the army wrote.
