The 24-year-old man is a supporter of the terrorist movement IS, the federal prosecutor's office in Karlsruhe said, according to public service broadcaster ZDF.
The arrested man had chosen a church in Bremen as his "first target" and, according to prosecutors, had recruited a person for the attack.
