"In a region where we cannot sell oil, no one else will sell oil either. If our security is not guaranteed, no infrastructure will remain secure," he said in a video clip broadcast on state media on Tuesday.
Mohammad Bagher Ghalibaf is also the Speaker of the Iranian Parliament.
The statement comes after US President Donald Trump threatened to "destroy" Iran last week.
