“With a population of around 90 million, even partial destabilization could generate refugee flows of an unprecedented scale,” the EUAA stated in a report written before the outbreak of war.
The matter is expected to raise concerns in EU countries that have long tried to limit migration. The issue was discussed at an extraordinary meeting of EU foreign ministers on Sunday, according to diplomatic sources who spoke to AFP. It is also on the agenda when the union's interior ministers meet in Brussels on Thursday.
According to the EUAA report, the displacement of just ten percent of Iran's population would rival the largest refugee flows in recent decades.
