According to Araghchi, Iran has not closed the strait but has restricted who is allowed to pass through it. He said Iran can help those it believes should be able to pass, as long as this is coordinated with Tehran.
The announcement comes after talks between Araghchi and his Japanese counterpart Toshimitsu Motegi.
According to the Reuters news agency, 95 percent of Japan's oil imports come from the Middle East, and 90 percent pass through the Strait of Hormuz.
