The people are suspected of violating the Protection Act, the police wrote on their website.
The five activists had sprayed wheat-flour-based paint using a fire extinguisher, according to TT's on-site reporter. A woman also climbed onto the entrance roof, but then climbed down on her own using a ladder she had with her.
The Government Offices are a protected site. The police were alerted to the incident at 10:40 a.m.
