The Norwegian Maritime Authority conducted an unannounced inspection of the vessel in southern Norway on Thursday, revealing violations of rest periods, poor working conditions and technical deficiencies.
"If you break rest time regulations, it is serious and the risks increase," Dag Inge Aarhus at the Norwegian Maritime Directorate tells the newspaper.
A mother and her daughter died last week after their pleasure boat was hit by the Norwegian ship. The officer and pilot on board are suspected of causing death, but both deny the charges.
It is still unclear what caused the accident.
