Infantino writes this in a letter to FIFA's board and all 211 member nations, which the Norwegian news agency NTB has received.
He is putting forward two different proposals for reforms ahead of the FIFA board meeting on October 15.
"Firstly, I would like to ask the board if it would like to commission an independent, external review of FIFA's current framework for the governance of major strategic initiatives, and recommend possible improvements," Infantino wrote.
"I would then like to propose that the board establish a direct, structured and time-limited consultation process with confederations, member nations and relevant stakeholders on how FIFA's decision-making processes can be further strengthened."
Nordic federations made demands
This came after the Swiss proposed selling shares in the Men's World Cup to private investors, a move that among others the European Football Association (Uefa) and several other Fifa members have sharply criticised. They want to replace Infantino in the presidential election in March.
Among other things, the Nordic football associations have demanded a comprehensive and independent review of how FIFA is governed.

Infantino writes in the letter that he has spent the last few weeks listening and that it is the input from the federations and the federation presidents that contributed to his proposal.
He believes that the plan to form a company that would sell shares of the World Cup was never to relinquish FIFA's control over sporting decisions, as critics claimed.
"The organization's democratic processes, independence and sporting authority have never been for sale. Nor will they ever be."
