The attack took place in a remote village on the night between Thursday and Friday, local police said.
Armed "bandits" are said to have besieged the village and then started killing residents.
"They opened fire indiscriminately, killing all residents who tried to flee," said local lawmaker Hamisu Faru.
Nigeria is severely affected by jihadist terrorism, bandit violence and brutal conflicts between farmers and herders, which claim thousands of lives every year.
