The loan agreement is for one year, and includes a purchase option.
The Slovenian winger joined Djurgården ahead of last season and has scored seven goals in 24 games for the club.
"I don't feel like I've really had a chance to prove what I can do in the Allsvenskan yet, and after the conversations we've had, my feeling is that that opportunity exists in Blåvitt," says Nino Zugelj on IFK Göteborg's website.
Zugelj is available to play in the club's match against Örgryte on Sunday.
