”The association has, in the absence of protective barriers or similar measures, not allocated sufficient and adequate personnel resources to prevent and interrupt unauthorized individuals from entering the pitch", writes the disciplinary board in the decision according to SVT.
The pitch invader made his way from the home team's supporter section onto the pitch and all the way to Öster player Sebastian Starke Hedlund, who the supporter then attempted to strike. Starke Hedlund was able to avoid the blow and injury.
The supporter was then taken away from the pitch and arrested.
IFK Göteborg contested the complaint in its statement, as the club believes it has done "what is incumbent on the association" and "not acted incorrectly".
The disciplinary board's decision can be appealed to the Swedish Sports Confederation.
The match was played out the same evening and ended 1–0 to Öster.
The 17-year-old pitch invader has said in questioning that he drank 13 strong beers and several shots before entering Gamla Ullevi, where he was then able to buy more alcohol, writes SVT with reference to Göteborgs-Posten.
Later that same evening, the 17-year-old was too intoxicated to be questioned and was taken to hospital by the police. The supporter also says in questioning that he does not remember anything from the arena and that he does not know why he ran onto the pitch.
He is charged with a breach of the Public Order Act, attempted assault, threats against a public official and violence against a public official. The now 18-year-old supporter has been given a three-year ban from the venue.
