The U.S. immigration enforcement agency ICE is trying to buy large warehouses and industrial buildings in at least 23 U.S. cities. The buildings are intended to be used as migrant detention centers, The Washington Post reports.

According to the newspaper, several purchases by ICE were halted after sellers refused to sell to ICE for various reasons.

ICE and its detention facilities have been the focus of intense criticism and protests across the country. Demonstrations have been held, including in Minneapolis, where federal ICE agents shot and killed two Americans.

Tricia McLaughlin, a spokeswoman for the U.S. Department of Homeland Security, says ICE needs more detention space.

It shouldn't be a surprise to anyone that ICE will be arresting people in states across the country and that it is actively looking for ways to expand detention space, she says.
