The federal agency plans to spend up to $20 million on “distraction and de-escalation” equipment, according to a notice published by the Department of Homeland Security.
The gloves are called “Generated low output voltage emitter” - abbreviated “Glove” - and have been used by some detention centers and police authorities in recent years.
