"Until Ukraine resumes oil transportation to Hungary and Slovakia via the Druzhba pipeline, we will not release decisions that are important to Kyiv," he writes on X.
The plan was for the EU to adopt the sanctions package, which would be the EU's 20th consecutive package, at a meeting of EU foreign ministers in Brussels on Monday. Among other things, the package includes sanctions against around 40 new vessels suspected of belonging to the so-called Russian shadow fleet.
On Friday, Hungarian Prime Minister Viktor Orbán also threatened to veto the EU's multi-billion-dollar loan to Ukraine if the oil pipeline from Russia is not reopened.
According to Ukraine, the Druzhba pipeline is down due to damage from a Russian attack at the end of January.
