All military units must be integrated within an institution, says leader Abu Hassan al-Hamawi, who now wants to call himself Murhaf Abu Qasra, to the news agency AFP.
According to AFP, the Islamist group wants to "be among the first to take this initiative".
The military leader adds that the areas controlled by Kurdish groups in northern Syria will be governed by Syria's new regime.
Syria will not be divided, he says, and rejects proposals for a federation.
al-Hamawi also appeals to the international community to lift the terrorist label on Hayat Tahrir al-Shams (HTS) and its leader Ahmed al-Sharaa, previously known under his war name Abu Mohammad al-Julani.
HTS and its original movement al-Nusra Front, with links to the terrorist network al-Qaeda, are terrorist-listed by, among others, the UN and the USA.
