South Korea's Kospi is up sharply, rising 8.0 percent in early trading.
The mood on the Tokyo Stock Exchange is also strong. The Nikkei 225 index is up 3.5 percent and the broader Topix is up 1.7 percent.
In China, Shenzhen is up 1.8 percent and Shanghai is up 1.6 percent.
The Hong Kong-based Hang Seng is up 1.8 percent.
