Hamas has a “legitimate right” to possess weapons, according to the terrorist movement’s leader, Khalil al-Hayya. Any proposals for the next phase of the Gaza ceasefire must uphold this right, he argues.

“Resistance and its weapons are a legitimate right guaranteed by international law and are linked to the establishment of a Palestinian state,” said Khalil al-Hayya in a speech on Hamas’s al-Aqsa TV channel on Sunday.

Hamas, according to al-Hayya, is "open to looking at any proposal that preserves that right and at the same time guarantees the establishment of a Palestinian state."

The first phase of the White House ceasefire went into effect on October 10. The next phase – which has not yet begun – includes an international security force in the Gaza Strip, the formation of a technocratic transitional government for the area, the disarmament of Hamas, and the further withdrawal of Israeli forces from Gaza.
