Congressman and former police chief Ronald Dela Rosa has been seeking refuge in the building since Monday. He is at risk of being arrested and taken to the Netherlands as he is wanted by the International Criminal Court (ICC) in The Hague.
Several journalists were in the building when the shooting took place. Within minutes, armed soldiers reportedly rushed out of the building. No one has been arrested. Dela Rosa's whereabouts are unknown.
A trial is already underway at the ICC against former Philippine President Rodrigo Duterte, whose government Dela Rosa was part of. Duterte is accused of crimes against humanity and has been in custody in the Netherlands since his arrest in March last year.
