The state cannot currently ensure that unemployment insurance funds are able to manage their internal governance and controls. Therefore, the state needs to tighten its grip. The unemployment insurance fund should be a safeguard between jobs; it should not be a means of livelihood, says Minister of Labour Johan Britz (L).
According to the government, the possibility of deregistering an unemployment insurance fund that does not meet the requirements is not clearly enough regulated.
Therefore, the inquiry should review those rules, whether they can be tightened and what tools are needed, says Minister for Older People and Social Insurance Anna Tenje (M).
The assignment also includes investigating whether the administration of compensation for participants in labour market policy programmes should be transferred from the Social Insurance Agency to the Public Employment Service - in order to reduce administrative work.
