Telephone sales are experienced by many as both misleading and intrusive, says Minister for Public Administration Erik Slottner (KD).
In particular, certain groups such as the elderly and people with cognitive impairments are especially vulnerable.
The inquiry's main task is to strengthen consumer protection when companies themselves call consumers. Among other things, it will review whether a requirement should be introduced for consumers to give advance approval before telemarketers may call them.
The investigation will also review whether a ban is needed, either completely or only in certain industries and for certain products.
