The background is serious criticism that mainly concerns intrusive decisions made against someone's will, for example when children are taken into care. Both the Ombudsman and the Health and Social Care Inspectorate have previously pointed out major shortcomings in these processes.
The investigation will also examine the division of responsibilities between politicians and civil servants and decide whether the very order in which decisions are made within social services needs to be changed.
"Certain cases in social services are of a particularly intrusive and complex nature. These place exceptionally high demands on the decision-making process being legally secure," says Minister for Social Services Camilla Waltersson Grönvall (M).
