Government investigator calls for Sis overhaul and new state homes for children and young people

There has long been growing criticism of operations at the special youth homes run by Sis. According to the government's special investigator, Stefan Holgersson, the problems are due to Sis having an unclear mission and lacking the right conditions to provide specialised care.

It is now proposed that a new authority with a clear children's rights and care mandate be formed.

"The special youth homes are to be replaced with a new form of placement, state homes for children and young people, which would take smaller groups for care at more specialised units," writes Holgersson.

The inquiry also advocates increased opportunities to exchange information between those working in social care, schools and home health care, as well as a new law on the processing of personal data.
