The survey was not yet a public document, but this could have been communicated in writing, the Ombudsman said, adding that management's actions, regardless of intention, were perceived as a sanction and as a questioning of the employee's rights.
The complaint to the Ombudsman was made by the Swedish Professional Musicians' Association (Symf), whose chairman Gunnar Jönsson sees no reason to "uncork the champagne bottle".
"It's nice to have our opinion confirmed. It's a shame that it had to go to the Ombudsman," he tells GP.
