President John Mahama's signature is required for the bill to become law.
Same-sex sexual activity is already banned in the West African country, but the new proposal would make same-sex relationships punishable by up to three years in prison. Those who advocate for LGBTQ rights could face even harsher penalties, with three to five years in prison.
The proposal was also approved in parliament in 2024, but the then President, Nana Akufo-Addo, chose not to sign.
Human rights groups and activists have condemned the bill.
