The 33-year-old midfielder is likely to miss Ghana's opening match against Panama in Toronto on Wednesday. The visa refusal is linked to the fact that Partey, previously at Arsenal and, last year, at Spanish club Villarreal, is charged with seven counts of rape and one count of sexual assault against four different women in England.
He is expected to stand trial next year and denies any wrongdoing.
Ghana's foreign ministry described the decision as "extremely unfair", saying Partey has not yet been convicted of any crimes. Ghana now wants Canada to grant Partey temporary entry and the opportunity to submit a new visa application.
