German officials have identified a person believed to be involved, who is believed to be a member of the GRU military intelligence service. He is Russian, and the German newspaper Welt Am Sonntag names him as Oleg Le. Officials suspect he was a logistics coordinator at the airport.
This was the basis for Berlin's decision to blame Russia and close the Russian consulate in Bonn and a Russian cultural center in Berlin, according to the newspaper.
Russia has denied any involvement.
